This wooden tool is an ancient relic of Ukraine. It symbolized power. The generals would carry them into battle. Also a favorite item to sell for suvenior shops. They come in many sizes, levels of quality and detail. This particular one is of high quality and detail yet same price as most of them. Must have found right place to buy.
From our other adoption friends on first trip here we dubbed it the "negotiator" so I'm in business now if I go into selling stuff.
